Mr. Elliot, Founder

Mr. Elliott has led successful Federal contracting efforts ranging in size from $200k to over $15 million. He has successfully run more than a dozen Federal Contracts as both Prime and subcontractor. .

Mr. Elliott began Hyperion Solutions Group, LLC in order to provide an alternative approach to government, commercial and international contracting among small businesses.  The strategy is to provide high quality professional services at a competitive price for both long-term and short term engagements.  Mr. Elliott will use knowledge developed over more than 18 months of research to establish a niche capability to satisfy customer needs in the government, commercial and international markets.

Mr. Elliott began his commercial career with JB&A, Inc., after a successful 30-year career as an aviator and Military Intelligence Officer in the Army.  Among his more significant military assignments were Chief, Force Development for Intelligence, Office of the Deputy for Operations – G3, Department of the Army; consecutive assignments as Commander, Chief of Staff, Director of Combat Developments, and Chief, Battle Command Battle Lab, US Army Garrison and Chief of Staff, United States Army Intelligence Center and Fort Huachuca (USAICS); Deputy Brigade Commander, 66th Military Intelligence Brigade, United States Army Intelligence and Security Command; and, Chief, Plans and Operations, Officer of the Deputy Chief of Staff for Intelligence (DCSI), United States Army Europe. .

As a member of JB&A, he rose to the rank of Vice President and was responsible for overseeing the organizations Army and Department of Homeland Security accounts.  He was selected to serve as a member of JB&A’s internal Board of Directors and in that capacity helped grow the corporation to over 200 personnel and more than $60M in annual revenue.  Upon merger with MCR, Mr. Elliott served as the Ombudsman responsible for coordinating the resolution of administrative challenges between the merging parties.  In addition he served as a Senior Director for Federal Intelligence Programs and performed the business development duties for the National Security Programs Group.  

Mr. Elliot lists among his strongest skills the ability to build successful teams and motivate individuals and teams to achieve objectives. Mr. Elliott's management style is built around the following quote from President Theodore Roosevelt, "The best executive is the one who has the sense enough to pick good men to do what he wants done, and self-restraint enough to keep from meddling with them while they do it." He holds a Bachelor of Arts from Lafayette College, Easton, PA in Government and Law, a Master of Science Degree from the Army War College in Strategic Studies, a Master of Business Administration from Our Lady of the Lake University, San Antonio, TX; and is a Doctoral Candidate in Organizational Leadership at the University of Phoenix.   


Mr. Jasey B. Briley, Vice President

Mr. Briley is a senior global defense industry executive and international broker with business development responsibilities leading a dynamic and innovative organization that is committed to progressive and enduring success. Has developed business partnership with billion dollar corporations such as Exelis and Harris.

A seasoned executive with over 30 years of leadership experience at all levels.  He possesses a broad and in-depth understanding of the intelligence community, strategic planning, budgeting, and policy.  Brings a wealth of experience in identifying the challenges of the Federal marketplace and knowing how to meet those needs. He has been featured on CNBC, BBC and CNN.

Mr. Briley is a highly decorated combat veteran who served in the U.S. Army for over 30 years. He commanded at the Company, Battalion and Brigade levels and served as the senior intelligence officer at the Brigade, Division, Corps and Joint Task Force levels. He was also assigned to the White House staff in the Presidential Contingency Program and was the Executive Officer to the Army G2 in the Pentagon. During his career, he served on the DMZ in Korea, peace-keeping operations in Kosovo, natural disaster operations in Haiti and combat operations in both Afghanistan and Iraq.

He holds a Bachelor of Science Degree in Psychology with Cum Laude honors from Virginia State University, a Master of Science Degree in General Administration from Central Michigan University and a Master of Science Degree in National Security Strategy from the National Defense University.

Mr. Briley is a lifetime member of the Association of the United States Army and Military Intelligence Corps Association.


Mr. Foster P. Payne II, Vice President

Mr. Payne is a senior defense industry executive with thirty-six years of experience in the Department of Defense and Private Industry Sectors. He is a visionary with strong leadership, management and strategic planning skills that leverages best business practices to deliver innovative solutions to meet the goals and requirements of the organization.

Mr. Payne has corporate experience with a fortune two-hundred fifty company and several small businesses where he served a Vice President and Chief Operating Officer. He possesses in-depth knowledge developing and implementing growth strategies for profit and loss centers and implementing repeatable processes to lower costs while increasing efficiencies.

He has a broad and in-depth understanding of the Intelligence Community and working in collaborative network environments. Mr. Payne is a decorated combat veteran who served in the U.S. Army for more than twenty-seven years. He commanded at the Company, Battalion and Brigade levels and served as the Senior Intelligence Officer (SIO) at the Brigade, Division, and Major Army Component Command Levels. Highlights of his career include Congressional Liaison Officer to the United States House of Representatives and Commander of Task Force Ready, a brigade size task force providing full spectrum all-source intelligence in support of Multi-National Force- Iraq (MNF-I) during Operation Enduring Force II.

He holds a Bachelor of Arts Degree in Political Science with Cum Laude honors from Virginia State University and a Master of Arts Degree in Management from Webster University. In addition, Mr. Payne served as a National Security Fellow at The John F. Kennedy School of Government, Harvard University.

Mr. Payne is a member of the Military Officers Association of America and the Military Intelligence Corps Association.
